The Junta de Andalucía promotes a housing construction program with three million euros in aid and the transfer of public land

The Regional Ministry of Development and Housing has launched a program to promote protected housing through self-construction and other cooperative models. The initiative is open to Andalusia’s 778 municipalities and has an initial aid budget of €3 million, together with provisions for transferring regional or municipal public land.

The program’s regulatory framework was published in the Official Gazette of the Regional Government of Andalusia. Municipal councils and public housing entities will coordinate the projects.

Public land and financial assistance

Land may be provided by municipalities or by the Housing and Rehabilitation Agency of Andalusia in places where suitable agency-owned plots and demand for the program exist.

Financial assistance will cover construction materials up to €20,000 per home. A further amount of up to €5,000 may cover technical plans, construction management, and required safety and quality-control work.

The initial €3 million allocation could be increased if demand warrants additional funding.

Who can participate

The assistance applies both to households that contribute their own labor through self-construction and to residents who form cooperatives and hire a construction company to carry out the work.

Interested municipal councils, local entities, and public developers may request protected status for proposed self-build housing projects. Available land held by the regional housing agency was estimated to have capacity for 1,265 protected homes across Andalusian municipalities.

How projects will be organized

Each development will be governed by an implementation agreement between the Regional Ministry of Development and Housing, the relevant municipal council or public developer, and the cooperative formed by the participating self-build residents.

The program forms part of the Andalusian Housing and Rehabilitation Plan and is intended to provide a more affordable route to protected housing through cooperation among residents and public authorities.
